freeboard (free•board)

1. in plumbing the vertical distance between the normal maximum liquid level in a tank or reservoir and the top of the tank or reservoir. 2. the height that is above the recorded high-water mark of a structure associated with a body of water such as a dam, seawall, or culvert and is an allowance against overtopping by waves or other transient disturbances.
